Navigating the German Housing Market: Why Property Prices and Rents Will Keep Rising Through 2028

Over the past decade working as a European real estate market analyst and macroeconomic consultant, I have witnessed the German property sector weather unprecedented turbulence. From the historic valuation slumps of recent years to the tentative recovery currently underway, navigating Europe’s largest housing market requires a sharp eye on structural fundamentals. Recent polling data underscores a persistent trend: German home prices are projected to climb by roughly 3% annually through 2028. For first-time homebuyers, real estate investors, and urban renters alike, this trajectory brings both opportunities and formidable hurdles.

The Post-Slump Recovery and Economic Realities

Following the most severe downturn in decades, Germany’s residential property market has clawed its way back. Valuations have risen by nearly 6% from their early 2024 troughs, signaling renewed buyer confidence and stabilizing market mechanics. Building permits—a critical leading indicator for future construction activity—experienced an increase in 2025 for the first time in four years. This uptick in permits suggests that the recovery is not merely a temporary blip but a foundational shift toward stabilization.

However, industry experts maintain a cautious outlook. According to recent surveys of property analysts, average home prices are expected to increase by 3.3% in 2026, followed by steady 3.0% gains in both 2027 and 2028. This outlook persists despite expectations that the European Central Bank will keep euro zone interest rates on hold for the remainder of the year. While past interest rate cuts helped stimulate buyer demand, looming inflationary pressures stemming from geopolitical tensions in the Middle East have introduced new risks, keeping potential rate hikes on the radar.

Carsten Brzeski, global head of macroeconomics at ING, aptly summarizes the sentiment:
“The market’s recovery is likely to continue but remains shaky. Consumers remain cautious given high levels of uncertainty both for geopolitics but also domestic policies, the rise in unemployment and slowing wage growth.”

Affordability Pressures and the First-Time Buyer Dilemma

For aspiring homeowners, the continuous upward creep of property values translates directly into worsening affordability. Ten out of twelve surveyed market analysts agree that breaking into the housing market will become increasingly difficult over the coming year.

Several intersecting factors drive this squeeze:
Stagnating Wage Growth: While property values outpace general inflation, average household incomes are not keeping proportional pace.
Stricter Lending Standards: Lenders remain prudent, requiring larger down payments and robust creditworthiness in an uncertain economic climate.
Delayed Market Entry: As purchasing thresholds rise, the average age of first-time homebuyers in Germany continues to advance, pushing the milestone of homeownership further into people’s 30s and 40s.

This dynamic creates a dual-track market where individuals with existing equity or generational wealth can capitalize on stabilizing assets, while younger or lower-income households find themselves indefinitely locked into the rental market.

The Root Cause: A Persistent Housing Shortage

At the heart of Germany’s affordability crisis lies a severe supply-demand imbalance. Despite growing demand, construction output falls drastically short of national requirements.

Spring reports from real estate experts indicate that just over 200,000 new homes are likely to be constructed this year. Contrast this figure with a landmark study commissioned by the German housing ministry, which concluded that at least 320,000 new units must be built annually through 2030 to satisfy existing demographic and structural demand.

This chronic deficit means that structural supply shortages will continue exerting upward pressure on both property prices and rental rates for the foreseeable future.

Urban Rental Markets Under Severe Strain

If buying a home is challenging, renting in major metropolitan areas is becoming an acute logistical and financial hurdle. Average urban home rents are projected to increase between 3.0% and 4.5% over the coming year, frequently outpacing the rate of home price appreciation.

Benedikt Horwedel of LBBW highlights the gravity of the metropolitan supply crunch:
“Vacancy rates for apartments in some metropolitan areas are falling below 1%, while demand remains strong. In larger cities, only just over 50% of the required apartments are being completed. A noticeable easing of the situation is not conceivable for several years.”

In urban hubs such as Berlin, Munich, Frankfurt, and Hamburg, competition for vacant apartments has reached staggering levels. Dozens—sometimes hundreds—of prospective tenants apply for a single listing, forcing renters to allocate a disproportionate share of their disposable income toward housing costs.

Strategic Outlook for Investors and Buyers

For market participants attempting to time their entry or reallocate capital, understanding these macroeconomic currents is vital. The German residential market remains fundamentally resilient, anchored by a robust demographic core and enduring economic strength. Yet, high construction costs, bureaucratic planning hurdles, and land scarcity mean that rapid relief is unlikely.

Navigating this complex asset class successfully requires granular local insights, disciplined financial planning, and a clear-eyed assessment of long-term holding horizons. Whether you are evaluating residential acquisitions, portfolio diversification, or commercial real estate strategies in Europe, expert guidance can help you mitigate risk and uncover hidden value.
